Gentlemen:
SUBJECT: MEETING SUMMARY - NRC INSPECTION REPORT NO. 50-424/87-50
This letter refers to the Enforcement Conference held at our request at the
Region II Office on August 20, 1987, to discuss the findings of the inspection
conducted by Mr. J. Ennis and Mr. A. Tillman at Vogtle Electric Generating
Plant (VEGP) on July 20-24, July 28-29, and August 5-6, 1987.
The inspection
findings related to the discovery of several unprotected breaches in protected
and vital area barriers, all but one of which were identified and reported by
VEGP security and engineering personnel.
A meeting summary is enclosed.
Our concerns about the continuing occurrence of violations of regulatory
requirements relative to the maintenance of security barriers and the
application of necessary compensatory measures for the control of access into
the protected and vital areas were expressed to Georgia Power Company
representatives at the meeting.
The issues discussed at the meeting and
addressed in Inspection Report No. 50-424/87-50 dated August 13, 1987, and the
enclosure to this letter are under consideration for escalated enforcement
action. Accordingly, no Notice of Violation is being issued at this time and
no response is required.
However, please be advised that the number and
characterization of the violations may change as a result of further NRC
review.
It is our opinion that this meeting was beneficial and has provided for a
better understanding of inspection findings and enforcement issues.
In accordance with 10 CFR 2.790(d) and 10 CFR 73.21, safeguards activities and
security measures are exempt from public disclosure; therefore, the enclosures
to this letter, with the exception of the report cover page which presents a
nonexempt summary, will not be placed in the NRC Public Document Room.
