Dear Mr. Vaughan:

i This is in response to G.E.'s letter and enclosure dated July 9,1987, (from T.P. Winslow to E.W. Brach) in which you submitted a revised Chapter 5.0 to your 74.31 Fundamental Nuclear Material Control Plan (FNMCP).

Our review comments are contained in the enclosure to this letter. While the revised Chapter 5.0 does incorporate some of our comments provided to you on the initial Chapter 5.0 submittal, I am concerned that the revised chapter is still very general and lacks specificit basic requirement of 10 CFR 74.31(c)(5)y and does not adequately address the The revised Chapter 5.0 suggests an interpretation of this requirement that is not consistent with the regulation 1

or the intent of the LEU Reform Rule as explained in the "Acceptarce Criteria i

for the Low Enriched Uranium Reform Amendments" (NUREG-1065, Rev. 1).

I am concerned that the staff discussions and reviews of various drafts of the 1

GE Part 74 FNMCP have been ongoing for over 18 months and we need to bring this review process to completion.

In view of the above stated concerns, I believe it would be appropriate for l

you, me, and other senior staff to meet in order to discuss the resolution of these issues and to establish a schedule for final completion and implementation of a 74.31 FNMCP.

We are aware of the busy schedule that you
