Dear Mr. Mcdonald:
E. Jordan J. Partlow
SUBJECT:
VERIFICATION OF RECEIPT OF EMERGENCY IMPLEMENTING PROCEDURES -
JOSEPH M. FARLEY NUCLEAR PLANT, UNITS 1 AND 2 We have reviewed your letter dated June 25, 1987.
In that letter you requested reconsideration of our prior notification that the Document Control Deck will no longer annually verify receipt of the subject procedures.
You also stated that our decision could place Alabama Power Company (APCo) in violation oi certain commitments of American National Standard N18.7, paragraph 5.2.15,
" Review Approval and Control of Procedures." We consider the following resolution an acceptable alternative in this case since the NRC does not require
" controlled copies" of Emergency Implementing Procedures (EIPs).
The following is the NRC staff resolution of your request:
1.
NRC regulations (10 CFR 50.4) do not require the submittal of
" controlled copies" of EIPs.
Please provide copies per 10 CFR 50.4, but not the " controlled copy" of each EIP.
2.
The Document Control Desk ensures that all documents received are properly entered into the Regulatory Information Distrihtion System (RIDS). The distribution code for Emergency Preparedness Plans and Implementing Procedures is A045D (typical copy enclosed). The RIDS serves as an official document control system record and reflects both internal and external distr:bution of each document received at NRC.
3.
We appreciate and share your concern that the NRC have immediately available the current EIPs in the event of an emergency condition at i
Farley Nuclear Plant.
For this reason, we will perform annual j
verification to ensure all appropriate revisions are on-hand at the Incident Response Center.

In closing, please send your request for the annual verification to the " Chief, Records Services, Division of Information Support Services /IRM, Office of i
Administration and Resources Management.
You should identify the appropriate i
individual at APCo to whom the response should be mailed.
If you have any l
l future questions, please advise me.
