This refers to the Nuclear Regulatory Commission'(NRC) inspection conducted by

G. A. Todd on July'27-29, 1987, at the Grcwns ferry Nuclear Plant.

At the

conclusion of the inspection, the findings were discussed with those members of

your staff' identified in the enclosed Inspection Report.

The inspection was an examination of activities conducted under your license

with respect to material control and accountability and transportation and

compliance with NRC regulations and the conditions of your license.

It included

selective examinations of procedures and representative records, interviews

with personnel, and direct observations by the inspector.

Your attention is invited to the unresolved item identified in the Inspection

Report.

This matter will be pursued during future inspections.

The inspection findings indicate that certain activities appeared to violate

NRC requirements.

The violations and references to pertinent requirements are

described in the Inspection Report.

The violations described in the enclosed Inspection Report are under

consideration for escalated enforcement actions.

Accordingly, no Notice of

Violation is being issued at this time, and no response to this letter is

required.

However, please be advised that the number and characterization of

violations described in.the enclosed Inspection Report may change as a result

of further NRC review.

In particular, these issues will be discussed with

selected members of your staff during the enforcement conference which will be

held on August 12, 1987.

You will be advised by separate correspondence of the

results of our deliberations on this matter subsequent to the Enforcement

Conference.
