OF MEETING ON AUGUST 5, 1987 . COMANCHE PEAK TECHNICAL SPECIFICATIONS On August 5,1987, NRC staff of the Comanche Peak Project' Division, OSP,-

and of- the Technical Specifications Branch, NRR. met in Bethesda, Maryland 1, with representatives' of TU Electric, applicant for the Comanche Peak Steam Electric Station (CPSES), Units 1 and 2, to discuss the status of Comanche

. Peak technical specification (TS) development. The meeting notice and list of ettendees for the meeting are provided in Enclosure 1.

The meeting was called by NRC staff to obtain information and determine a course of action for development of the Comanche Peak TS. The items covered at this meeting included: (1) applicant's end staff's prior efforts in

' developing the final draft TS for Unit I which were issued in September 1984, 4 (2) actions taken and being taken by the applicant to update final draft =TS for Unit 1, (3) status of NRC. staff development of Revision 4a of the Westinghouse Standard' Technical. Specifications (W-STS) and (4) scheduling.

TU Electric discussed their TS review program (handouts provided in Enclosure' 2),

starting with history on the development of the final draft TS for Unit I during 1984. Final draft TS for CPSES Unit I were issued by NRC on September 4,1984 in anticipation of a Unit 1 operating license at that time.

NRC subsequently issued revisions to the final' draft TS on October 19, 1984.

-(The final draft TS with revisions is referred to by the applicant as Revisicn A TS.) These TS were based on Revision 4 of Westinghouse Standard Technical Specifications (NUREG-0452).

1 l Since October 1984,-TU Electric has proposed TS changes to NRC in several sub-mittals and has responded to staff requests for-information (list provided by applicant in Enclosure 3). No significant amount of NRC review effort has been l expended since the final draft TS were issued in 1984 for Unit 1. Since the )

1 Summary of meeting 8/5/87 issuance of the final draft TS, the applicant has continued to keep current on TS activities through Westinghouse Owners Group participation and examination ,

l of TS for other W pressurized water reactor plants licensed in the last few years (e.g.,Ca1Taway,Seabrook,vogtle).

l TV Electric described the thrce-phase TS review program they are implementing:

Phase I, review and produca an accurate set of TS; Phase II, verify TS and maintain compliance; and Phase III, final confirmation of and response to TS approved by NRC (see Enclosure 2). The applicant illustrated the type of l review currently being performed under Phase I of that program using several representative TS review packages (listing of representative packages in Enclosure 4; copies not provided as meeting handouts). TU Electric provided a TS development schedule outline (Enclosure 5) which shows the relative sequencing of each of the three phases, including the NRC review and approval process, and a handout (Enclosure 6) which outlines the industry- or

~NRC-initiated TS improvements they have tried to incorporate into their review i efforts. ,

The staff has prepared the current W-STS, Revision 4a, which will be forwarded to TV Electric early in the week of August 10, 1987. The NRC normal schedule .

for TS development (Enclosure 7) was discussed in the context of the TV Clectric !

scheaule for final NRC approval of the TS for Unit 1. Staff stated that the final approval date influences the NRC schedule and the staff's approach to the review. Generally, applicants are requested to submit to the staff a mark-up of the current STS with changes identifying plant-specific design considerations, FSAR commitments and safety evaluation requirements, providing a justification for each change. This coincides approximately with week 17 of the NRC schedule.

The staff proposed the following actions which were agreed to by all present:

1. NRC staff will express-mail a copy of the current W-STS early in the week of August 10, 1987. TV Electric will evaluate these }(-STS.
2. TV Electric will evaluate the NRC TS development schedule (Enclosure 7) l and, within 2 weeks of receipt of the curr :t W-STS, will identify the date required for NRC final ap rcval 07 the CPTES Unit 1 TS. TV Electric will also provide a proposal for how that date can be achieved.
3. NRC staff will evaluate TU Electric's proposal and provide guidance on TS {

submitta'(s) to NRC in order for TV Electric to generate a schedule.

COMANCHE PEAK STEAM ELECTRIC STATION TECHNICAL SPECIFICATION IMPROVEMENT l

During the latest review efforts for the Comanche Peak Unit One Technical Specifications, TV Electric has tried to incorporate many of the recent industry /NRC initiated improvements to the technical specifications. Among these are:
