f This comprehensive plan has been developed to provide elements I

of control and operation to enhance an " error free" start-up and l operation of Braidwood Unit 1. This plan is a dynamic plan which will incorporate as necessary these and any additional elements at appropriate times during the start-up and operation of Unit 1. -

These elements will be reviewed, incorporated, revised, and terminated as necessary to assist in ensuring error free operation.

The elements of the plan are divided into four distinct categories:

  • Special Reviews and Corporate Overview
  • Shift Augmentation
  • Shift Operations l
  • Administration Performance will be assessed as an ongoing activity by the Corporate / Station Special Review Committee.

Committee Membershij The Corporate / Station Special Review Committee will be comprised of the following persons:

  • At least two corporate personnel, one of whom is either a Nuclear Station Division Vice President, or the NSD Assistant Vice President and General Manager, er the Vice President of Nuclear Operations.
  • One Senior Manager from Byron Station (Assistant Superintendent level or higher)
  • One Bargaining Group Representative from

- Operating (NSO)

Electrical Maintenance

- Instrument Maintenance

- Mechanical Maintenance '

Radiation - Chemistry

- At large (Clerical, Stores, other Operating)

I. SPECIAL REVIEWS AND CORPORATE OVERVIEW A. Augmented Readiness Review.

In addition to the normal Station Onsite Review for --

start-up, a Special Review, augmented by Senior Corporate

~

Management, will be conducted to assess the readiness of Unit 1 for startup. The participants in this augmented review normally will include the Vice President Nuclear Operations, Vice President Projects, Assistant Vice President and General Manager Nuclear Stations Division, and Manager of Nuclear Safety, in addition to the normal Station participants.

B. Bi-Weekly Review. "

Senior Station, NSD management, and other designated station personnel will meet on a bi-weekly . schedule as the Corporate / Station Special Review Comtittee. The purpose of this committee is to review iand svaluate past performance and authorize future activities.

Reviews will focus upon elements of the startup experience required to achieve our goal of error-free operation and will include evaluations of such items as personnel errors. ESF actuations, equipment outages (including Control Room annunciators and indicators) inhibiting future activities, and potential obstacles which could lead to undesirable or degraded situations and personnel errors.

II. SHIFT AUGMENTATION A. Senior Manager On Shift.

During critical phases of the startup, as determined by the Station Manager, a Senior Manager will provide 7 day per week, 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> per day shif t coverage. This position will normally be filled by the Station Duty Officer (SDO) and the Duty Operating Engineer (DOE).

11/24/86 B. Additional License Support.

An additional SRO and NSO will augment the normal shift

' complement when deemed necessary by the Station manager.

  • The function of the additional SRO is to review significant plant activities with Operations personnel, and, for critical plant activities, to ensure SRO participation for those activities . in the plant. Normally, the Unit Shift Foreman will perform those functions involving direct supervision of an Operator; if he is unavailable, the extra SRO will fulfill this role. The additional SRO will also maintain cognizance of the activities in progress in the Control Room when he is not in the plant.
  • The primary function of the additional NSO will be to provide supplemental attention to activities associated with start-up of Unit 1.

C. Maintenance License Support.

The Mechanical, Electrical, and Instrument Maintenance Department will provide 5 day 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> coverage, including supervision. Weekends and Holidays will be manned as necessary.

D. Shift Test Director.

The Shift Test Director position under the Station Start-Up organization will provide continuous coverage during test periods. This position will be responsible for minimizing conflict and determining priorities of start up program evolutions.

III. SHIFT OPERATIONS A. Shift Relief.

A shif t relief program consisting of selected individuals including as a minimum the Shif t Engineer, Shift Foreman, Radwaste Foreman, and Nuclear Station Operators will be instituted as follows:

  • Participants will arrive approximately one hour early i

to conduct a thorough review of plant status.

  • A meeting of these individuals will then be held to discuss reviews prior to relief. Rad / Chem Foreman and Maintenance Representative (s) will attend these meetings as appropriate.
  • Shift relief will then proceed wi+.h Shift Engineer's Concurrence.

B.- -Enhanced Shift Briefings.

Briefings of the shif t immediately following shif t relief will ' include participation by OAD, Project Start-Up, and Station Start-Up to include discussions of Unit 1 Start-Up Testing activities, OAD testing activities and Project Start-Up testing.on Unit 1 and Unit 2.

I C. Control of Construction / Contractor Activities.

Significant construction activities in Unit i remain which i must now be controlled by. the shift organization. A-review organization to review these activities including items such as room access, work requests and cutting / welding requests will pre-review, make appropriate recommendations and submit them to the shift management for approval.

IV. ADMINISTRATIVE l A. Start-Up Work Planning ,]

The start-up organization will be responsible for controlling and providing:

  • Long and short term schedules.
  • Meetings to coordinate completeness of mode change-  !

  • i Training and shif t briefs on start-up activities.

setting priorities direct' support in of shift supervision.

l B. Training, j Incorporation of a start-up training program in the weekly license requalification program to review with those i operators in training the status of recently completed start-up activities and to highlight those activities which they will be directing upon return to watchstanding duties the following week.

Provide for a start-up status briefing during the shift briefing following assumption of watchstanding duties by the oncoming shift.
