POLICY MEMORANDUM #21

SUBJECT:

Site Management Coverage During the time period from four months prior to Unit 1 Fuel Load (i.e. 6/1/86), through Unit 1 fuel load and power ascension and Unit 2 fuel load and power ascension (i.e. 7/88), an especial'y high level of construction, testing, and maintenance activities will occur.

Based on good management practice and direction from Nuclear Stations Division, it is prudent to provide substantially increased scheduled management coverage during these periods. This specific coverage will be provided by four different methods: j

1. Station Duty Officer This position will be filled, on a rotating basis by one of the Superintendents or Assistant Superintendents. This individual represents the Station Manager and provides decision making level coverage. The Station Duty Officer serves a one week tour from 1200 Wednesday to 1200 Wednesday of the following week.

2. Duty Operating Engineer This position will be filled, on a rotating basis, by one of the Operating Engineers or Assistant Operating Engineers. This individual is the line management person to whom the Shift Engineer reports. The Duty Operating Engineer serves a one week tour from 0700 Monday to 0700 Monday of the following week. During periods of high or unusual activity, as scheduled by Assistant Superintendent, or as required by the Station Duty Officer, the Duty Operating Engineer will provide seven day a week coverage, including turnever to day and to afternoon shifts.

ATTACHMENT A STATION DUTY OFFICER Duties and Responsibilities 1

1. Attend shift turnover ' meetings for day and afternoon shif ts. l
2. ' Attend plan of the day meeting.
3. Participate in the morning phone call with NSD.
4. In periods .of high activity or important events (as ' determined j by the Station Manager or .the Duty Officer), the Duty. Officer i will be expected to be on site seven days a week.
5. Be available fer Station Manager level signature for work packages and sim. ar documents on weekends and holidays.
6. Keep the NSD Duty Officer informed of significant events, and of the status of the plant and testing activities.
7. Keep the Station Manager informed of significant events, and of

8. Initiate immediate investigations / followup of events, utilizing Regulatory Assurance and other staff as deemed appropriate.
9. Assure that. on-site activities are proceeding in a controlled, professional manner.

Note: It is ng intended that the Station Duty Officer actually "run the shift" nor that he usurp tre responsibilities and '

authorities of the Operating Engineer or the Shift Engineer. Rather, the Duty Officer is the Station Manager's representative (on-site or off-site) when the Station Manager is not present.

1. Review, and sign as necessary, the Daily Foreman's Report, Time.

Sheets, Meal Auth0rizations, Off Duty Notices, etc.

2.. Review, initial and date Shift Supervisor,- Center ' Desk, and Unit Desk Logs. Take 'special- note of opercting equipment, problem areas, planned activities.

3. . Attend plan of the day meeting to update the Assistant Superintendents, Superintendents, and Plant Manager'as to plant status and upcoming major events.
4. . Obtain,- review, and concur with planned Operator requirements for - the following day. (Should be received by approximately 1300 hours0.015 days <br />0.361 hours <br />0.00215 weeks <br />4.9465e-4 months <br />).
5. Process Work Requests per procedure. If work is requested by Speed Memo, retain a copy for followup and forward the original
