Gray File-By letter dated November 9, 1987, Florida Power Corporation (FPC) requested clarification of the hydrostatic test requirements'(!UA-5000) of the 1980' Edition, through Winter 1981 Addenda, of Section XI of the ASME Doiler and Pressure Vessel Code as applied to a modification of the letdown system at Crystal River Unit 3.
Specifically, this applies to the pressure ~ test (IWA-4000) of a single weld in the makeup system. The hydrostatic test required for the upstream weld of the valve, MUV-497, ccnflicts with plant Technical Specification (TS) 3.4.9.1, in that the hydrostatic test requires
. raising RCS pressure above 500 psig when the RCS tunperature is below 200 degrees F.
According to the Noveniber 9, 1987 letter, FPC proposes to perform the test of-this weld during Mode 3, above 500 degrees F at 2200 psig. The test would be perforned with insulation on the system and with a 4 hour4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> homing tire; the weld is accessible since radiation levels and temperatures are'not prohibitive during Mo6e 3.
FPC bases the proposed test plan on IWA-5214(d) of tha Winter 1980 Addenda of Section XI.
We have reviewcd FPC's proposed test and conclude that it is consistent with the NRC staff's interpretation of IWA-5?.14(d) of the Winter 1980 Addenda of Section XI; i.e., that, when the system hydrostatic test imposes system condi-tions which conflict with limitations' included in the plant Technical Specifi-cations, a system inservice test (IWA-5211(c)) at nominal operating temperature is acceptable in lieu of the hydrostatic test.
