Dear Mr. Stello:

In accordance with the Federal Emergency Management Agency (FEMA) rule, 44 CFR 350, the State of West Virginia sutrnitted its State and associa- l ted local plans for radiological emergencies related to the Beaver Valley Power Station to the Regional Director of FD4A Region III for FEMA's review and approval on September 20, 1983. The Regional Director forwarded his evaluation of the West Virginia State and local plans to me August 13, 1987, in accordance with section 350.11 of the rule. His submission included an evaluation of the full-participation exercise con-ducted on November 19, 1986, and a report of the public meeting held on July 27, 1983, which explained the site-specific aspects of the State and local plans.

Based on an overall evaluation, I find and determine that the West Virginia State and local plans and preparedness for the Beaver Valley Power Station are adequate to protect the health and safety of the public in that there is reasonable assurance that the appropriate protective measures can be taken offsite in the event of a radiological emergency. The adequacy of the public alert and notification system was verified as being adequate by '
