Subject: Completion of Requirements of Order Modifying License (Inspection
No. 50-293/87-43)

Boston Edison Company was issued an Order Modifying License on November 29,
1984. (the Order) as a result of significant NRC identified deficiencies in
the Radiological Controls Program at Pilgrim Station.
We have continually monitored your progress in upgrading the Radiological
Controls Program at Pilgrim Station.
In October, 1986, a special Health
Physics Appraisal (Reference Inspectior. Report 50-293/86-19) was con iacted for
the purpose of determining whether Boston Edison had fully established and
q
implemented an effective Radiation Protection Program in response to the

Order. However, significant deficiencies identified in the areas of
a
communication and working relationships, personnel accountability, ALARA, and
I
corrective actions precluded closure of the Order at that time.

A second special inspection (Reference enclosed Inspection Report No.
50-293/87-43) was conducted during the period November 2-5, 1987, to review
)
your actions on the remaining program deficiencies. The results of this

inspection in conjunction with the results of the multiple program inspections
I
I
performed between these two special inspections indicate that all terms of the
Order have been satisfactorily completed. The Order is therefore terminated.
No reply to this letter is required.
