Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Washington, DC 20555

Subject:

Quad Cities Station Units 1 and 2 Supplement to Commonwealth Edison's Request for Application for Amendment!to Facility Operating Licenses, DPR-29 and 30, Appendix A, Technical Specifications

~NRC Docket Nos. 50-254 and 50-265

Reference:

Letter from I.M. Johnson to T.E. Murley.

~

dated November 6, 1987

Dear Mr. Murley:

.In the above referenced letter, Commonwealth Edison submitted a request to amend Appendix A, Technical Specifications to Facility Operating.

Licenses DPR-29 and 30.

The changes involved the HPCI and RCIC Steamline Instrumentation and were sought to reflect actual plant conditions, change a-time delay setting to a more conservative value:and to correct instrument-designations.

During a subsequent review, it was identified that the time delay setting change that had been requested affected an additional table for-both units which were not provided to your staff in'our November 6,.1987 submittal. Commonwealth Edison desires that this change be' included on the I

tables which were not originally provided and, hence, is now supplementing

.our original submittal.

The additional pages are provided in Attachment 1 to-this letter.

These changes are discussed in Attachment 2.

The proposed changes have been reviewed and. approved by both On-site and Off-site review in accordance with Commonwealth Edison Company procedures. We'have reviewed these proposed amendments in accordance, with 10 CFR 50.92(c)-and determined that no significant~ hazards consideration-exist. As the time delay setting change is identical to what had been discussed as Item 2 in our Significant Hazards Consideration (Attachment 3 to our November 6, 1987 submittal), we believe that our earlier evaluttion encompasses this change and, therefore, an additional new Significant Hazards Consideration is'not. required.
