Gentlemen:
This refers to the inspection conducted by Messrs. D. R. Carpenter, J. E. Bess,
E. P. Hildebrand and other members of this office during the period
November 1-30, 1987, of activities authorized by NRC Operating License NPF-71
and Construction Permit CPPR-129 for the South Texas Project, Units 1 and 2 and
to the discussion of our findings with Mr. W. H. Kinsey and other members of
your staff at the conclusion of the inspection.
Areas examined during the inspection included IE Information Notices,
misalignment between flanges on safety injection system, fire control isolation
dampers, pressurizer pressure-low pressure trip setpoint (Unit 1), status of
incomplete Unit I preoperational tests, auxiliary feedwater system failure in
Unit 1. Unit 2 preoperational test program, and site tours. Within these
areas, the inspection consisted of selective examination of procedures and
representative records, inteniews with personnel, and observations by the NRC
inspectors. The inspection findings are documented in the enclosed inspection
report.

During this inspection it was found that certain of your activities appear to
be in violation of NRC requirements and to deviate from your conanitments to the
NRC, As discussed in our telephone conversation on December 17, 1987, with
you, we have scheduled an enforcement conference in our office at 1:00 p.m. on
December 30, 1987, to discuss your understanding of the apparent violation and
deviation, the reasons for occurrence, and your corrective actions. We will
also discuss the NRC Enforcement Policy regarding these matters, if
appropriate.
Should you have any questions concerning this inspection, we will be pleased to
discuss them with you.
