Catawba Nuclear Station Docket Nos. 50-413 and 50-414 Fire Brigade Staffing Requirements Gentlemen:

NUREG-0954, Supplement No. 3, Safety Evaluation Report related to the operation

-of Catawba Nuclear Station Units 1 and 2, issued on July 1984, granted Duke power Company permission to deviate from the requirements of Branch Technical position CMEB 9.5-1, Section C.3.b.

Such deviation allowed four trained Catawba Nuclear Station Security Officers to be-included in Catawba's Fire Brigade.

Two Nuclear Equipment Operators were additionally assigned to the Fire Brigade as Technical Assistants.

Due to a review of current staffing and responsibility patterns, Duke power.

intends to comply with the requirements of Branch Technical position CMEB 9.5-1 and assign.four Fire Brigade members from the Operations Shift Nuclear Equipment Operators rather than from the Security Staff.

This arrangement of,the Catawba Fire Brigade is described in the Duke' Power Nuclear Production Department Fire protection Training and Qualifications Manual and is consistent with Fire Brigade Staffing patterns at Duke Power's McGuire and Oconee Nuclear stations.

Additionally, all Catawba Nuclear Station Operations shift personnel have received appropriate Fire Brigade training and enough personnel are available to assume' Fire Brigade responsibilities as it may be required.

The described changes to Fire Brigade' Staffing does not involve any change to the Catawba FSAR or Technical Specifications, and no prior NRC approval is required.

Accordingly, no license fee is involved.
