f Chairman Jackson's Comments on SECY 98-180:

While I approve the staff recommendation as presented in this paper-that is, that the Commission grant a waiver of its policy requirement for the recovery of staff costs for the work described-l would have preferred if the staff had acted more expeditiously to open a discussion with the U.S. Agency for Intemational Development (AID), as requested in the December 19, 1997 SRM on SECY 97-207. I believe it is important to stabilize our position for FY 99, and to inform our decision-making for FY 2000. To that end, I support additional discussions with AID, including the proposed Commission meeting, to continue to seek AtD approval for providing the recovery of NRC FTE costs. My approval of this staff-recommended waiver is made based on a recognition of the time urgency involved, in order to ensure that the NRC fulfills its commitments as outlined in the paper.
