SECY-98-180 TITLE: REQUEST FOR COMMISSION WAIVER OF STAFF COST RECOVERY POLICY FOR WORK PERFORMED FOR THE U.S. AGENCY FOR INTERNATIONAL DEVELOPMENT The Commission (with Chairman Jackson and Commissioner McGaffigan agreeing) approved the subject paper as recorded in the Staff Requirements Memorandun (SRM) of August 25,1998. Commissioner Diaz approved in part and disapproved in part.

McGAFFIGAN X X 8/7/98 COMMENT RESOLUTION in their vote sheets, Chairman Jackson and Commissioner McGaffigan approved the staffs recommendation and provided some additional comments. Commissioner Diaz approved the waiver for the work with Lithuania ($0.65 million and .3 FTE) but disapproved the waiver for the work on the existing Central and Eastern Europe (CEE) interagency agreement with AlD ($0.215 million and a small fraction of the Lithuanian FTE). Subsequently, the comments of the Commission were incorporated into the 9Jidance to staff as reflected in the SRM issued on August 25,1998.
