NOTICE OF WITHDRAWAL OF APPLICATION FOR l
AMENDMENT TO FACILITY OPERATING LICENSE The U.S. Nuclear Regulatory Commission (the Commission) has granted the request of the Northeast Nuclear Energy Company (the licensee) to withdraw its July 2,1996, application for proposed amendment to Facility Operating License No. DPR-21 for the Millstone Nuclear Power Station, Unit No.1, located in New London County, Connecticut.
The proposed amendment would have revised the Technical Specifications to add limiting conditions for operation and surveillance requirements for the safety / relief valve electrical lift design modification.
l The Commission had previously issued a Notice of Consideration of issuance of
- Amendment oublished in the FEDERAL REGISTER on November 6,1996 (61 FR 57487).

For further details with respect to this action, see the application for amendment dated July 2,1996, as supplemented by letters dated September 3 and 18, and October 6,1997, and the licensee's letter dated August 7,1998, which withdrew the application for license amendment.
