Gentlemen:
Our letter dated March 26, 1987, requested $150 application fees for an application dated January 14, 1987, regarding Inspection Plan for Stainless Steel Piping and for one dated January 21, 1987, for ISI relief requests for La Salle. By your letter dated April 7,1987, the
$150 application fee was remitted for your January 21 application and we were informed that the fee for the January 14 application was not being 3
remitted because it was paid with your request dated August 19, 1986.
It is your position that the NRC Safety Evaluation of December 16, 1986, for the approval of the August 19 application contained an error for which your January 14 application was requesting a correction.
Based on information provided by the NRC review staff, as supported by their March 5, 1987 letter to your Company approving your request, the January 14th letter changed your approved August 19 request by providing the specific treatment procedure for the welds which was different than that used by Commonwealth for previous outages. The new procedure was the mechanical stress improvement process (MSIP) procedure in lieu of the induction-heating-stress improvement (IHSI) procedure which was previously used.
Therefore, the application dated January 14, 1987, is subject to fees and we will bill Commonwealth for the review costs when the six-month invoices are issued for license amendments and otner approvals for the cycle that ended June 20, 1987.
