Dear Mr. Sweeney:

On November 17 and 18, 1987, NRC senior managers met to review the performance of operating nuclear power plants licensed by the NRC. These meetings are conducted. biannually to focus NRC resources on those plants and related issues of greatest safety significance. At this meeting the Pilgrim facility was categorized as requiring substantial improvement. NRC places plants in this category that have experienced degradation in performance, and for which the licensee has yet to fully establish and implement a viable program for correcting the problems. These plants are shutdown and will require NRC review i

and approval for startup. Based on Pilgrim being in this category, prior to approval for startup, Boston Edison will have to establish an acceptable program to ensure substantial improvement in plant performance.

A summary of NRC discussions held relating to Pilgrim is provided below:

A status report on licensee progress since the last NRC Senior Management Meeting was reviewed with good performance noted in four areas:

initiatives to promote state and local cooperation in emergency planning with progress in resolving issues, implementation of improved outage management systems, continued strong engineering support, and an increase in licensed operator staffing.

The outstanding concerns at Pilgrim were categorized in four broad areas: operational readiness and management issues, technical issues with regard to the safety enhancement program, emergency planning issues, and the reliability of off-site power. The use of a joint NRR/ Region I panel to review the recently submitted restart plan appendices and power ascension program was discussed. State and local comments on the licensee's plan are to be considered early in the staff review. The recent work stoppage by Poston Edison Company was viewed as an example of positive management action, however, events leading to that management decision indicated that prior NRC concerns remain regarding effective program implementation by staff and kk

DEC 1 i 1987 supervision. -Additionally, an Augmented Inspection Team was dispatched to the site in response to the November 12, 1987 loss of off-site power event, and our review has raised additional technical questions which must be' addressed prior to restart.

An NRC Commission meeting open to the public has been scheduled for-December 17, 1987, to review the results of the latest meeting of NRC managers.

Mr. William Russell, the Region > I Administrator, has discussed the basis for our conclusions with regard to the Pilgrim facility with members of your staff.
