SUBJECT: NRC INSPECTION REPORT 50-313/98-06; 50-368/98-06 AND NOTICE OF
VIOLATION

Dear Mr. Hutchinson:
From June 21 through August 1,1998, a routine resident inspection was conducted at your
Arkansas Nuclear One, Units 1 and 2, reactor facility. The enclosed report presents the sccpe
l
and results of thatinspection.
Duririg the 6-week period covered by this inspection, your conduct of activities at the Arkansas
!
Nuclear One facility was generally characterized by safety-conscious operations, sound
'
engineering and maintenance practices, and appropriate rad.ological controls. One violation of
,
NRC requirements was identified. The violation involved the failure to meet minimum control
{
room shift manning requirements specified in Units 1 and 2 Technical Specifications. This
l
violation resulted from operators with inactive licenses standing control room watches that
required active licenses.
This violation is cited in the enclosed Notice of Violation (Notice) and the circumstances
.
surrounding the violation are described in detailin the enclosed report. The NRC has
I
concluded that the corrective actions taken and planned to correct the violation ano prevent
recurrence are already adequately addressed on the docket in the enclosed inspection report.

Therefore, you are not required to respond to this letter unless the description does not

accurately reflect your corrective actions or you position. In that case, or if you choose to
provide additional information, you should follow the instructions specified in the enclosed

Notice.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its
