DUANE ARNOLD INSPECTION REPORT 50-331/98009(DRP)
Dear Mr. Franz:
On July 29,1998, the NRC completed a routine safety inspection at your Duane Amold Energy
Center (DAEC) facility. The enclosed report presents the results of that inspection.
During this 7-week inspection period, your conduct of activities at the DAEC facility was
characterized by safety conscious operations, in particular, we noted the operation shift
managers conservative and critical approach in controlling maintenance and surveillance testing
activities. However, several recent examples of weaknesses in personnel performance were
identified during this inspection, including two personnel performance problems that resulted in
the initiation of half scrams. While the consequences of each of the personnel performance
problems during this inspection report period were minor, the number occurring is of concem,
particularly in light of the personnel performance problems identified during the first half of the
spring 1998 refueling outage.
'In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its
enclosures will be placed in the NRC Public Document Room.
