,. e 0YSTER CREEK. NUCLEAR GENERATING STATION r Forked River, A'ew Jersey 08731 Fire Diesel Pump 1-2 Special Report 87-08 Report Date December 11, 1987 Occurrence Date November 12, 1987 Identification of Occurrence Non-Functional Fire Diesel Pump 1-2 was not restored to a functional status within seven (7) days as required by Technical Specification 3.12.B.

Description of Occurrence During a functional test, Fire Diesel Pump 1-2 failed to meet the acceptance criteria. The fire diesel failed to start at the required pressure and failed to develop the required discharge pressure after starting.

Analysis of Occurrence The Oyster Creek plant was in a shutdown condition during which required maintenance activities on systems and components were being performed. Upon failing the functional test a work request was submitted to restore Fire Diesel Pump 1-2 to a functional status within seven (7) days. Due to the constraints imposed by increased outage related maintenance activities of a higher priority it was not possible to accomplish these repairs within the seven (7) days as specified. Since Fire Diesel Pump 1-1 was functional and the plant was in a shutdown condition the safety significance of this event was minimal.

Corrective Action Fire Diesel Pump 1-2 was restored to a functional status on November 14, 1987.

This was accomplished by recalibrating the pressure switch that initiates the automatic start function of the fire diesel pump and by rebuilding the fire diesel pump relief / control valve. The valve seat was degraded which prevented the development of proper discharge pressure.
