NRC INSPECTION OF THE SAN ONOFRE UNIT 2 CONTAINMENT INTEGRATED LEAK
RATE TEST
This refers to the routine inspection conducted by Mr. C. Clark of this
office on October 26 through November 13, 1987, of activities authorized by
NRC License No. NPF-10, and to the discussion of our findings held by Mr.
Clark with members of your staff at the conclusion of the inspection.
Areas examined during this inspection are described in the enclosed
inspection report.
Within these areas, the inspection consisted of selective
examinations of procedures and representative records, interviews with
personnel, and observations by the inspector.

Althcugh no violation of NRC requirements were identified within the scope of
this inspection, we direct your attention to paragraph 2.a of the attached
report.
We are concerned that the less than full accuracy of your piping and
instrumentation drawings, with regard to vent and drain valves, resulted in
difficulty in ensuring a correct valve line-up for this test.
The specific
situation was identified in 1985; however, corrective action was apparently
incomplete and ineffective.
We encourage you to consider action to remedy

this weakness.
