This refers to the Augmented Inspection Team review of the November 12, 1987,
i
loss of offsite power led by J. P. Durr of this office on November 16-20,
i
1987, at the Pilgrim Nuclear Power Station, Plymouth, Massachusetts.
The
inspection addressed activities authorized by NRC License No. DPR-35. At the
conclusion of the inspection, an exit interview was held with you and members
of your staff to discuss the scope and the findings of the inspection.
Areas examined during this inspection are described in the NRC Region I Inspec-
tion Report which is enclosed with this letter. Within these areas, the
inspection consisted of interviews with personnel, observations and examina-
tions of plant equipment and selective examinations of procedures, representa-
tive records, and design documents by the inspectors.
No. violations of
regulatory requirements were identified during the inspection.

The inspection identified several areas that warrant your further consideration
,
and are detailed in section 2.3 of the enclosed report. We request that you
l
formally notify us of your plans and actions to address these findings and
recommendations.
During the inspection you identified several actions you are considering taking
l
to improve the stations ability to respond to future similar events.
These
actions included completing the installation of the third emergency diesel,
installation of a backup instrument air compressor and installation of addi-
tional instruments to analyze switchyard transients. All of the foregoing
equipment changes will be completed before reactor restart.
In your response
to the recommendations of this inspection, we request that you provide us with
the details of these actions.
The commitments described in Confirmatory Action Letter 87-16 have been ful-
filled and these issues are considered closed.
