ITS Revision H contains Commonwealth Edison's (Comed's) final Package Closecut for ITS Section 3.5.

Enclosure 1 contains ITS Revision H. Attachment I contains Comed's final RAI Responses to Section 3.5. Any revised response is noted along with the original response. As requested by the Staff, Attachment 2 contains an affected page list identifying submittal pages that have changed as a result ofincorporating RAI responses.

This change in volume is equal to 222 gallons over a 32% level span otapproximately 7 gallon per % leveli:hange. The 0% level equivalent is 6781 gallons and the 100%

level indication is 7466 gallons equaling a total change of 685 gallons over the 100% indicated level span or 6.85 gallons per l  % level change. This would equal a 10.2% indicated level increase for a 70 gallon volume increase in the SI Accumulator.

The expression for volume has been changed from gallons to an equivalent percent indicated level to be consistent with the indication available to the operator and the manner in which the increase in volume is verified. This change is perceived as i the intent of the CTS wording, is considered editorial in nature and does not involve a technical change (either actual or )

requirements in Modes 1,2,3, and 4. In addition, the LCO and SR references various conditions for exiting the Mode of '

Applicability and exceptions to Specification 4.0.4 for entry into Mode 3 and 4. ITS LCO 3.5.5 requires the Applicability of the seal injection flow requirements in Modes I,2, and 3. The CTS has been revised to eliminate the Mode 4 seal injection flow requirements. This change is acceptable since high seal injection flow is less critical as a result of the lower initial RCS
