SUBJECT:

CLARIFICATION OF WASTE GAS DECAY TANK SURVEILLANCE METHOD CRYSTAL RIVER UNIT 3 (TAC NO. MA1593)

Dear Mr. Cowan:

1-By letter dated January 30,1998, Florida Power Corporation, submitted a clarification

, regarding the method for determining the content of the waste gas decay tanks (WGDT) at Crystal River Unit 3 (CR-3). At CR-3, plant procedures have been implemented which use an I

indirect method of determining the curie content in the WGDTs. Tiie pnmary control program at CR-3 involves sampling and analysis of the make-up tank (MUT) gas space rather than direct sampling of each of the three WGDTs. The gases in the MUT contain the most concentrated .

1 l

radioactive material that is added to the WGDTs. Thus, by monitoring and controlling the amount of radioactive material in the MUT, it is possible to control the total radioactive material put into the WGDTs. We agree that this method of sampling the MUT provides an acceptable I attemate sampling methodology to direct sampling of the WGDTs.

CLARIFICATION OF WASTE GAS DECAY TANK SURVEILLANCE METHOD l

CRYSTAL RIVER UNIT 3 (TAC NO. MA1593)

Dear Mr. Cowan:

By letter dated January 30,1998, Florida Power Corporation, submitted a clarification regarding the method for determining the content of the waste gas decay tanks (WGDT) at Crystal River Unit 3 (CR-3). At CR-3, plant procedures have been implemented which use an indirect method of determining the curie content in the WGDTs. The primary control program at CR-3 involves sampling and analysis of the meke-up tank (MUT) gas space rather than direct sampling of each of the three WGDTs. The gases in the MUT contain the most concentrated radioactive material that is added to the WGDTs. Thus, by monitoring and controlling the amount of radioactive material in the MUT, it is possible to control the total radioactive material put into the WGDTs. We agree that this method of sampling the MUT provides an acceptable attemate sampling methodology to direct sampling of the WGDTs.

Sincerely, t b L. A. Wiens, Senior Project Manager Project Directorate 11-3 Division of Reactor Projects - l/II Office of Nuc! ear Reactor Regulation Docket No. 50-302 cc: See next page
