APPENDIX A Cooper Industries Docket No. 99900317/87-02 NOTICE OF VIOLATION As a result of the inspection conducted on October 5-9, 1987, and in accordance with Section 206 of the Energy Reorganization Act of 1974 and its implementing regulation 10 CFR Part 21, the following violations were identified and categor-ized in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C),

49 FR 8583 (March 8,1984):

Section 21.31 of 10 CFR Part 21, dated October 31, 1986, states, in part, "Each... corporation... subject to the regulations in this part shall assure that each procurement document for a... basic component... specifies, when applicable, that the provisions of 10 CFR Part 21 apply."

Contrary to the above, a review of purchase orders (P0) to service vendors revealed that while 10 CFR Part 21 was imposed upon the Energy Services Group (ESG), ESG did not impose 10 CFR Part 21 requirements on P0s 3921B8193 to Dresser Industries, 342185592 to E. J. Daiber, 392185288 to Huygen Corporation, 3921B6126 to Starret, 3421B5845 to Page-Wilson and 3421B6047 to Automation / )
