On October 5-9, 1987, Mr. P. J. Prescott, Mr. J. T. Conway, and Mr. E. Tomlinson conducted an inspection of your facility at Grove City, Pennsylvania.

At the conclusion of the inspection, the findings were discussed with Mr. W. H. Allen Lambert and members of your staff. This letter delineates NRC actions resulting from that inspection.

The inspection was made as a result of several recent and significant 10 CFR I

Part 21 and 10 CFR 50.55(e) reports involving Cooper standby diesel generators at nuclear power plants.

In addition, several issues concerning the Palo Verde 3B emergency diesel generator (EDG) were reviewed during the inspection.

The enclosed inspection report discusses the areas examined during the inspection and our findings. Within these areas, the inspection consisted of an examination af procedures and representative records, interviews with personnel, and observations by the inspectors.

During the inspection the NRC inspectors found that the implementation of your program concerning 10 CFR 21 failed to meet certain NRC requirements.

Further, they identified weaknesses in the implementation of your quality assurance program in the areas of procurement, vendor audits and identified items con-j cerning Cooper Industries (CI) organizational structure.

The enclosures to this letter provide the specific findings and references to the pertinent requirements.

The enclosed Notice of Violation is sent to you pursuant to the provisions of Section 206 of the Energy Reorganization Act of 1974.

You are required to submit to this office within 30 days from the date of this letter a written statement containing (1) a description of steps that have been or will be i

taken to correct these items, (2) a description of steps that have been or will be taken to prevent recurrence, and (3) the dates your corrective actions and preventive measures were or will be completed.

Your response time may be extended if you are able to show good cause, l

You are also requested to submit a similar written statement for each item that appears in the enclosed Notice of Nonconformance.
