. Gentlemen:

        SUBJECT:    NRC INSPECTION OF TROJAN NUCLEAR PLANT
        This refers to the routine inspection conducted by Mr. D. B. Pereira of this
        office on November 2, through November 6, 1987, of activities authorized by
        NRC License No. NPF-1 and to the discussion of our findings held with Mr.
        C. A. Olmstead and other members of your staff on November 6, 1987 at the
        conclusion of the inspection.
        Areas examined during this inspection are described in the enclosed inspection
        report.    Within these areas, the inspection consisted of selective
        examinations of procedures and representative records, interviews with
        personnel, and observations by the inspector. No violations with NRC
        requirements were identified within the scope of this inspection. However,
        the inspector observed that a previously identified and recurring problem
        dealing with procedure deviations not being processed aggressively by plant
        staff has yet to be fully corrected. This issue has been the subject of
        several discussions with your staff over the past year and will be further
        documented in the resident inspectors' current Inspection Report 87-40.
        In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure
        will be placed in the NRC Public Document Room.

        to discuss them with you.
