NRC INTEGRATED INSPECTION REPORT NDS. 50-369/98-07 AND
50-370/98-07 AND NOTICE OF VIOLATION
. Dear Mr. Barron:
On July 11. 1998, the Nuclear Regulatory Commission (NRC) completed an
. inspection at your McGuire Nuclear Station. The enclosed report presents the
results of that inspection.
During the six-week period covered by. this inspection, your. conduct of
activities at the McGuire facility was generally characterized by safety-
'
conscious operations, sound engineering and maintenance
)ractices, and careful
. radiological work controls.
However, two violations of 4RC requirements were
identified and are cited in the enclosed Notice of Violation (hotice). The
circumstances surrounding the violations are described in detail in the
enclosed report.
Please note that you are required to r espond to this letter
and should follow the instructions specified in the enclosed Notice when
preparing your response. The NRC will use your response, in part, to
determine whether further_ enforcement action is necessary to ensure compliance
. with regulatory requirements.
In the area of plant operations we are concerned with an ap)arent oversight
-involving planned reactor coolant system level reductions, w11ch, when further
reviewed, were not actually required to perform the removal of the Unit ,1
'
steam generator nozzle dams.
These activities could have resulted in an
increased risk to the shutdown unit by reducing the reactor coolant system
-
inventory and extending the duration of the evolutions.
<
In the. area of engineering, we are also concerned with an adverse trend in
emergency diesel generator subcomponent equipment failures. This trend. in
part,:resulted from in6dequate oversight of your diesel generator vendors and
resulted in products or services that were defective or of indeterminate
quality and impacted the reliability of the diesel generators.
