SUBJECT:

ISSUANCE OF AMENDMENT NO.138 TO FACILITY OPERATING LICENSE NO. NPF-1, TROJAN NUCLEAR PLANT (TAC NO. 65616)

The Commission has issued the enclosed Amendment No.138 to Facility Operating License No. NPF-1 for the Trojan Nuclear Plant. The amendment consists of changes to the license in response to your application (LCA 157) dated May 20, 1987, as supplemented September 16, 1987. The September 16, 1987 submittal provided additional information which did not affect the action described or alter the initial no significant hazards determination published, l

in the Federal Pcgister on August 26, 1987.

The amendment approves, and incorporates into the license, chan es to the physical security plan by deleting the Condensate Storage Tank fCST) from classification as Vital Equipment. The CST is a nonsafety related component and its loss would not prevent the auxiliary feedwater system from performing its safety function.

The arrendment applies to changes to the physical security plan and therefore l

does not authorize a change in effluent types or total amounts, nor an increase in power level, and will not result in any significant environmental l

impact. The Commission has previously published a proposed finding that the amendment involves no significant hazards consideration and there has been no public comrrent on such finding. Accordingly, the amendment meets the eligi-bility criteria for categorical exclusion set forth in 10 CFR 51.?2(c)(12).

Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.

We have concluded that (1) there is reasonable assurance that the health and l

safety of the public will not be endangered by this action, and (2) such l

activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.

The notice of issuance will be included in the Commission's next regular bi-weekly Federal Register notice.
