Subject: Inspection No. 50-293/87-35 i

l A special safety inspection of your radiation effluents, chemistry,

transportation, and environmental program was conducted by a team of regional

inspectors on October 5-9, 1987, of activities authorized by NRC License No.

DPR-63. Our findings were discussed with Mr. K. Roberts and others of your

staff at the conclusion of the inspection on October 9,1987.

The areas examined during this inspection are described in the NRC Region I

Inspection Report which is enclosed with this letter. Within these areas, the

inspection consisted of selective examination of procedures and representative

records, interviews with personnel and observations by the inspector. 1

Based on the results of this inspection, it appears that certain of your

activities were not conducted in full compliance with NRC requirements, as ,

set forth in the Notice of Violation, enclosed with this letter as Appendix A. l

These violations have been categorized by severity level in accordance with the

NRC Enforcement Policy (10 CFR 2, Appendix C) published in the Federal

Register Notice (50 FR 47718) dated November 20, 1985 and effective

February 18, 1986. You are required to respond to this letter and in preparing

i your response, you should follow the instructions in Appendix A.

These violations involve your failure to properly identify and quantify radio-

nuclides contained in two radioactive waste shipments.

The response directed by this letter and the accompanying Notice are not

I subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980 PL 96-511.
