Gentlemen:
Subject: Combined Inspection Nos. 50-317/87-23, 50-318/87-25
This transmits the September 1 - November 20, 1987 resident inspection findings
by Messrs. T. Foley and D. Trimble at the Calvert Cliffs Nuclear Power Plant,
Lusby, Maryland.
Those findings were based on observation of activities,
interviews, and document reviews, which have been discussed with Mr. Lemons of
your staff.
A trend was identified wherein important safety related equipment, which had
failed during testing, was returned to service without proper identification
and correction of the root cause of failure. Additionally, it was noted that
,
significant deficiencies identified during surveillance testing were not being
j
appropriately documented within test procedures.
These concerns will be dis-

cussed with you at the forthcoming SALP (Systematic Assessment of Licensee
l
Performance) Management Meeting now scheduled for December 14, 1987.

- An apparent siolation of NRC requirements is cited in Appendix A and categor-
ized under the NRC Enforcement Policy, 10 CFR Part 2, Appendix C.
A reply is
required in accordance with Appendix A.
The requirement that you reply is
exempt from clearance by the Office of Management and Budget under the Paper-
work Reduction Act of 1980, PL 96-511.
