Dear Mr. Golden:

As discussed in the December 19, 1986 letter to you from Mr. James Taylor, Director of the NRC Office of Inspection and Enforcement, this is to confirm our intent to meet with you to discuss NRC actions regarding the restart of the Pilgrim facility. The meeting was further discussed with Ms. Peg MacKenzie of your staff by Mr. James Wiggins.of the Region I staff during a phone conversa-tion on January 15, 1987. It is my preference that our meeting occur after Boston Edison submits its report which documents the reasons it believes a restart of Pilgrim is warranted. However, as discussed by Mr. Wiggins with your staff, our meeting should occur before NRC has taken a position with respect to restart of the plant so that we may consider your views as we formulate our decision. Unfortunately, the exact date of our meeting cannot now be set because the utility has not indicated when its restart report would be submitted. However,- it does not appear that a date earlier than May of this year would be appro-priate. We will contact your staff to firm up the meeting date as we know more about the utility's schedule, if you have any questions about this matter, please call Mr. William Kane of my staff at (215)337-5229.
