Dear Mr. Richardson:

On July 14-15,1998, NRC senior managers met to evaluate the nuclear safety performance of operating reactors, fuel cycle facilities, and other materials licensees. The NRC conducts this meeting periodically te determine if the safety performance of various licensees exhibits sufficient weaknesses to warrant increased NRC attention or if it is trerading adversely and requires steps be taken to communicate concems to the utility's president or board of directors.

At the July 1998 Senior Management Meeting (SMM), the Crystal River facility was discussed.

On the basis of our discussions, we concluded that Crystal River 3 has demonstrated sustained improvement sufficient to warrant its removal from the NRC Watch List category that requires increased attention from both NRC headquarters and Region 11. Plants removed from the Watch List have taken effective actions to correct identified problems and implemented programs for 1

improved performance. A summary of NRC discussions related to Crystal River 3 follows:

Performance at Crystal River was previously discussed during the June 1996, January 1997, June 1997, and January 1998 Senior Management Meetings. Previous performance concems at Crystal River 3 involved Florida Power Corporation's (FPC) mishandling of several design issues; improper interpretation of NRC regulations; and weaknesses in operator performance, corrective actions and management oversight.

Since the last Senior Management Meeting, Crystal River conducted a successful startup, sustained operations, and has demonstrated continued performance improvements. The Crystal River management team has substantially corrected the l

weaknesses and underlying root causes that led to previous performance problems at j

the plant. NRC inspections have confirmed improved material condition, more effective j

management oversight, and improved operator training. NRC performance indicators confirmed continued improving trends. As a result, all the criteria of the NRC Watch List removal matrix have been met.

I In summary, licensee actions have been effective in improving the operational safety performance of Crystal River. Therefore, the NRC has determined that an enhanced i
