REQUIREMENT FOR REPORT This report is required per the Unit 1

Technical Specifications section 6.9.2.

This-section of the Technical Specifications states that special reports for fire protection equipment operating and surveillance requirements shall be submitted. as required, by the Fire Hazards Analysis (FHA) and its Appendix B requirements.

The FHA section 1.1.1 states that sealing devices in fire rated assembly penetrations shall be operable at all times.

Action statement "b" allows a fire rated assembly and/or sealing device to be inoperable for up to 14 days.

If this H

time period is exceeded, a special report is required.

B.

UNIT (s) STATUS AT TIME OF EVENTS On 11/5/87, Unit 1 was in the run mode at approximately 2435 MHt (approximately 100 percent of rated thermal power), and Unit 2 was in the run mode at approximately 2070 MHt (approximately 85 percent of rated thermal power).

On 11/10/87, Unit I was in the run mode at approximately 2435 MHt (approximately 100 percent rated' thermal power), and Unit 2

was in the run mode at approximately 2055 MHt (approximately 84 percent of rated thermal power).

On 11/14/87, Unit 1 was in the run mode at approximately 2434 MHt (approximately 100 percent of rated thermal power), and Unit 2 was in the run mode at approximately 2073 MWt (approximately 85 percent of rated thermal power).

DESCRIPTION OF EVENTS This report-describes three events in which the requirements of the FHA section 1.1.1, Action statement "b" was not met, l

First Event:

On 10/22/87, a fire rated assembly (door IL48-IC58) was declared inoperable because the door was delaminated (door facing panels were becoming detached from internal door support members), and thus the door did not properly fit its door frame.

The door was not returned to operable status by 11/5/87 (14 days allowed by FHA);

consequently, the operability of the fire detectors on at least one side of the door were verified operable, and an hourly fire watch patrol was established in compliance with FHA section 1.1.1, Action statement "a".

Second Event:

On 10/29/87, a fire rated assembly (door IL48-1C22) was declared inoperable because the door was.

binding in its frame and would not close properly.

The door was not returned to operable status by 11/11/87 (14 days allowed by FHA); consequently the operability of the fire detectors on at least one side of the door were verified operable, and an hourly fire watch patrol was established in compliance with FHA section 1.1.1, Action statement "a".

Third Event:

On 10/31/87, a fire rated assembly (door 1L48-1C52) was declared inoperable because the door was delaminated and the door frame was punctured.

The door was not returned to operable status on 11/14/87 (14 days allowed i

by FHA); consequently, the operability of the fire detectors on at least one side of the door were verified operable, and an hourly fire watch patrol was established in compliance with FHA Section 1.1.1, Action "a".

RESULTING IN SPECIAL REPORT AS REQUIRED BY FIRE HAZARDS REPORT D.

CAUSE OF EVENTS These events are mostly the result of deterioration from normal use.

In the case of the noted. hole in the door frame of door IL48-1C52, this was probably caused during movement of objects through this door.

All the noted doors are~ in areas subjected to a high volume of traffic.

The traffic volume requires frequent opening and closing of the fire rated doors.

ANALYSIS OF EVENT In these events, even if a fire were to occur, the fire would be detected.

Fire detection equipment (fire detectors on' at least one side of the door and the establishment of a roving fire watch) is required to be operable 'in order to comply with the requirements of the FHA.

Based on the-above information, it is concluded that this event did not adversely affect fire protection ability at Plant Hatch.

F.

CORRECTIVE ACTIONS First Event:

Fire door 1L48-1C58 is scheduled for replacement prior to 3/26/88.

Second Event:

Fire door 1L48-1C22 and its door frame were replaced.

The fire door was returned to operable status on 11/17/87.

Third Event:

Fire door IL48-1C52 is scheduled for replacement before 3/26/88.
