Gentlemen:

SUBJECT: NRC INSPECTION REPORT NO. 50-302/87-27

Region II has completed its periodic evaluation of your Crystal River facility,

documented in the enclosed Systematic Assessment of Licensee Performance (SALP)

report. This facility was evaluated for the period April 1,1986, through

August 31, 1987. This report will be discussed with you at your offices in

Crystal River, Florida on December 18, 1987 at 1:00 p.m.

The performance of your Crystal River facility was evaluated in the functional l

areas of plant operations, radiological controls, maintenance, surveillance,

fire protection, emergency preparedness, security, outages, quality programs

and administrative controls affecting quality, licensing activities, and

training and qualification effectiveness.

The level of performance of your Crystal River facility was satisfactory.

Management involvement was evident in facility activities and indicated l

appropriate attention to significant nuclear safety issues. We note continued i

strength in the area of maintenance and your improvements in the areas of j

Security and Quality Programs. Weaknesses were identified in the area of j

Surveillance. The major contributors to these weaknesses were continued i

procedure inadequacies and procedure noncompliance. Both areas require

additional management attention. These weaknesses were also noted in the other

SALP categories.

Any comments you have concerning our evaluation of the performance of your '

facility should be submitted to tnis office within 30 days following the date

of our meeting in Crystal River, Florida. We specifically request that you

advis.e us of actions you plan to take in response to Category 3 rating. Your

comments, a summary of our December 18, 1987, meeting, and my disposition

of your comments will be issued as appendices to the enclosed SALP Report and

an amended report will be issued if warranted.
