l ATTACHMENT Item 1: Flooding control procedures In FSAR Amendment 9, the District committed to a semiannual review of flooding control procedures in res1onse to. staff concerns about flooding of the Missouri River. In tie 1987 USAR update the commit-ment is revised to a bienniel review. Since there is no applicable Technical Specification, and the change does not involve an unreviewed safety question, the USAR change is acknowledged.

Item 2: Thermal' fatigue cycles Previous USAR revisions indicate that certain fatigue transients are occurring at frequencies considerable in excess of those assumed in the original fatigue design basis and that analyses are being conducted l 'resulting in increases in the number of allowable transients. Assuming that your analytical methods are conservative, this is an acceptable practice and involves no unresolved safety issue. Furthermore since ,

the allowable number of fatigue cycles is not cited in Technica,l.

Specification (6.4.2.6) or elsewhere in the Technical Specifications, such changes are within the scope of 50.59. The District may therefore delete the fatigue cycle information as done in the 1987 USAR update.

Item 3: SLCS high energy line break evaluation The staff concurs with the District's deletion of the SLCS system from the list of ' systems described as requiring protection from high energy line break effects; the basis being that SLCS is not an

" Essential" system.

Item 4: Replacement of SRV figures:

The SRV replacement and associated USAR update was within the scope of 50.59 and is acknowledged.

Item 4: Deletion of RHR delta-P switches The USAR changes reflect previously approved changes and are acknow-ledged.

Item 5: SRAB member qualifications The District's exception to ANS 3.1 regarding baccalaureate degree requirements is not inconsistent with Technical Specifications and does not constitute an unresolved safety question. The change is therfore acknowledged.

Item 6: Basement flooding control The staff acknowledges the USAR change as reflecting an 50.59 modification.

.. ,V 2-Item 7: Seismic stress calculations In view of the fact that~the Mk I Program was previously approved by the sta.ff and the pipe replacement was an acceptable 50.59 modification, the USAR change is appropriate.
