SECY-98-117 - SHELWELL SERVICES, INC., RISK ASSESSMENT Approved Disapproved X w/ Comment Abstain Not Participating Request Discussion COMMENTS:
I commend the staff for developing an innovative approach for solving a difficult problem.
The staffs approach, if approved, could very well be precedent setting. Further, other Federal agencies faced with decommissioning issues, such as the DOE, could have a high interest in the Commission's decision on whether this approach is acceptable. The' views of other Federal agencies on the technical acceptance of the proposed approach would be of value to me in reaching a decision on its acceptability.
Referral of this proposed approach to ISCORS would accomplish this and would be consistent with its charter. Therefore, before voting on this matter, I would prefer that staff request ISCORS to review and comment on the conceptual aspects embodied in the proposed approach and inform the Commission of the results. Should resolution of this matter by the NRC be overtaken by a section 274b agreement with the State of Ohio, the Commission could consider conveying ISCORS' comments, with or without Commission views, to the State.
