. November =24, 1987 Docket No. 50-382 Mr. J. G. Dewease Senior Vice President - Nuclear Operations Louisiana Power and Light Company 317 Baronne Street, Main Unit 17 New Crleans, Lousiana 70112

Dear Mr. Dewease:

SUBJECT:

SHOULDER GAP EVALUATION FOR CYCLE 3 AND SUBSEQUENT CYCLES.

(TAC N0. 65959)  !

License condition 2.C.7 of Operating License No. NPF-38 for the Waterford Steam Electric Station Unit 3 requires that adequate shoulder gap be provided in the fuel element assemblies for each cycle of operation. By letter dated July 24, 1987, Louisiana Power and Light Company (LP&L) submitted a shoulder gap evaluation demonstrating that adequate shoulder gap would be provided.in Cycle 3 and subsequent cycles.

The staff has reviewed LP&L's shoulder gap evaluation and concludes that LP&L has demonstrated that the fuel element assemblies will have sufficient available shoulder gap clearance for Cycle 3 and subsequent cycles. License condition 2.C.7 is, therefore, considered to be closed.

Details of the staff's review are contained in the enclosure Safety Evaluation.
