SUBJECT:
TECHNICAL SPECIFICATIONS REGARDING THE ULTIMATE HEAT SINK TEMPERATURE - RIVER BEND STATION, UNIT NO. 1 By letter dated September 28, 1987, the NRC staff informed you that the proposed temperature monitoring system for the River Bend Station ultimate heat sink, as described in your June 29, 1987 letter, is acceptable.
Our letter requested that you provide proposed technical specifications for this system for staff review and approval.
This request was in accordance with Section 9.2.5 of Supplement No. 3 of the Safety Evaluation Report related to the operation of River Bend Station (NUREG-0989).
By letter dated November 13, 1987, you provided proposed Technical Specification changes which are being reviewed by the staff.
License condition 2(c)(9) of Facility Operating License NPF-47 requires that 1
prior to startup following the first refueling outage Gulf States Utilities shall have installed and operational in the ultimate heat sink a permanent i
temperature monitoring system acceptable to the NRC staff and Technical Speci-fication modifications as required.
Current Technical Specification 3/4.7.1.2 provides the limiting condition for operation and surveillance requirements for the ultimate heat sink.
This current Technical Specification specifies the minimum basin water level, maximum basin water temperature and minimum number of operable cooling tower fans per division.
It is the staff's judgment that these current technical specifications provide an acceptable level of safety to permit operation following restart from the first refueling outage during the time that the staff is completing its review of your proposed technical specification change.
