REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE, HOPE CTIEEK GENERATING STATION - LATTICE DEPENDENT MAPLHGR REPORT FOR RELOAD 7 CYCLE 8 (TAC NO. MA0802)
Dear Mr. Keiser By your letter (LR-N980319) dated June 25,1998, and General Electric Company's (GE) affidavit executed by Glen A. Watford, dated June 19,1998, you submitted GE Report 24A5392AA,
" Lattice-Dependent MAPLHGR Report for Hope Creek Generating Station, Reload 7, Cycle 8,"
Revision 1, dated June 1998, and requested that it be withheld from public disclosure pursuant to 10 CFR 2.790.
The GE report was originally submitted by Public Service Electric and Gas Ccmpany (PSE&G) in a letter dated December 17,1997, with the entire report being identified as proprietary NRC staff review of this submittal determined that some of the information contained in the report should not be exempt from public disclosure and NRC letter dated May.8,1998, requested that PSE&G resubmit proprietary and non-proprietary versions of the report. The NRC letteridentified the specific information that was deemed to not be exempt from mandatory public disclosure.
Your letter LR-N980319, submitted proprietary and non-proprietary versions of the report in response to NRC's letter. The proprietary version of the report was included as Attachment 2 to letter LR-N980319 and is identified as GE Report 24A5392AA, Revision 1. The nun-proprietary version of the report was included as Attachment 3 to letter LR-NG80319 and is identified as GE Report 24A5392AB, Revision O.
GE stated that the submitted infom1ation should be considered exempt from mandatory public disclosure for the following reasons:

Information that discloses a process, method, or apparatus, including supporting data and

Therefore, the version of the submitted information marked as proprietary will be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atcrnic Energy Act of 1954, as amended.
Withholding from pub lic inspection shall not affect the right, if any, of persons properly and
- directly concerned to inspect the documents. if the need arises, we may send copies of this information to our consultants working in this area. We will, of course, ensure that the consultants have signed the appropriate agreements for handling proprietary information.
