Enclosed is the report of the team inspection conducted by Mr. L. S. Cheung I

and other NRC inspectors and representatives on July 20-24, 1987 at the Maine

Yankee Atomic Power Station located at Wiscasset, Maine, of activities

authorized by NRC License No. DPR-36.

The team's findings were discussed with Mr. C. D. Frizzle of your staff at the  ;

conclusion of the inspection. The inspection reviewed your program for f

establishing and maintaining the qualification of electric equipment within the j

scope of 10 CFR 50.49. Within these areas, the inspection consisted of exami-  !

nation of selected procedures and environmental qualification packages, inter- I

views with personnel, observations and a physical walkdown verification of

specific electrical equipment.

Based on the results of this inspection, it appears that one of your activities 4

was not conducted in full compliance with NRC requirements, as set forth in the

Notice of Violation, enclosed herewith as Appendix A. This violation has been

categorized by severity level in accordance with the " General Statement of i

Policy and Procedure for NRC Enforcement Actions, 10 CFR Part 2, Appendix C

(Enforcement Policy 1987)." You are required to respond to this letter and in

preparing your response, you should follow the instructions in Appendix A. For

another violation (50-309/87-16-16) which was identified by your own staff as

described in paragraph 14.0 of the inspection report, the enforcement is under

review by the NRC. We will inform you of our decision in the future.

Your cooperation with us in this matter is appreciated. We are available to

discuss any questions you have concerning this inspection.
