Report Date November 19, 1987 Occurrence Date October 20, 1987 Identification of Occurrence Non-Functional Thermo-Lag Fire Barrier was not restored to a functional statur within seven (7) days as required by Technical Specification 3.12.E.

Description of Occurrence During routine surveillance of the Thermo-Lag Fire Barrier, a portion of a Thermo-Lag Fire Barrier was declared non-functional due to a 1/2 inch section of missing material from the fire barrier.

1 Analysis of Occurrence The Oyster Creek plant is currently in a shutdown condition during which-1 required maintenance on systems and components is being perform?d.

discovering the non-functional Thermo-lag fire barrier, a work ~ request was j

O; submitted to repair the fire barrier within seven (7) days. ' Due to the constraints imposed by increas?d outage related maintenance sctivities of a higher priority, it was not possible to accomplish these bepa4ri within the seven (7) days as specified.

Since the required fire watches hid been established and the plant was in a shutdown condition, the safety significance of this event was minimal.

Corrective Action Upon discovering the non-functional Thermo-Lag Fire Barrier, within one hour, a l

fire watch was established in accordance wirr the technical specification. The non-functional Thermo-Lag Fire Barrier was restored to a functional status on October 30, 1987.
