Dear Mr. Hom:
By letter dated May 2,1997, the Nebraska Public Power District (NPPD) submitted Revision 13 :
to the Quality Assurance Program for Operation Policy Document for the Cooper Nuclear Station.
l The revision to the policy document involved the elimination of day-to-day reviews of procedures l
J and certain other line organization generated documents by the Quality Assurance Department
. (QAD) and their replacement with periodic reviews by the QAD. The NRC staff requested
- additional information on the proposed changes by letter dated December 15,1997. NPPD responded to that request by letter dated February 3l 1998.
The staff has reviewed the proposed changes and has determined them to be acceptable. The staff's safety evaluation of the requested changes is enclosed.' We note that NPPD's definition of J a commercial grade item (see p.1-16 of the May 2,1997 submittal) is not consistent with that
. given in the most recent update of the 10 CFR Par 121 regulation. Please review this apparent discrepancy and update the' definition as appropriate.
