By letter dated July 1,1996, Nebraska Public Power District (NPPD) submitted I l Revision 12 to the Cooper Nuclear Station Quality Assurance Program (QAP) in l

.accordance with the provisions of 10 CFR 50.54(a) and 10 CFR 50.71. The changes in to the QAP were submitted as an update and the licensee  :

l characterized them as non-reductions in prior commitments. Based on the staff

! review of the changes, it was determined that the changes involved were 4

primarily organizational, training, administrative, and procedural; none of i

). which constituted a reduction in commitment. Therefore, it was concluded that '

the licensee's submittal is acceptable and continues to meet the requirements

of 10 CFR Part 50, Appendix B.

By letter dated May 2, 1997, NPPD submitted Revision 13 to the Cooper Nuclear

! Station Quality QAP in accordance with the provisions of 10 CFR 50.54(a)(3) for NRC review and approval. The revision proposes the removal and I clarification of prior commitments regarding the Quality Assurance organizational responsibilities for the review of procedures and select other line-organization generated documents. Based en our current review schedule, it is estimated that more than 60 days will be. required to complete our

review. The results of our review will be transmitted to you upon completion. ,
