Gentlemen:

On June 6,1996, the Nebraska Public Power District (District) submitted to the U.S. Nuclear Regulatory Commission (NRC) a proposed change to the Techrical Specifications per Reference 1.

The purpose of this proposed change request was to revise the Cooper Nuclear Station Technical Specification Safety Limit Minimum Critical Power Ratio (SLMCPR) from 1.06 to 1.07 for dual recirculation loop operation and from 1.07 to 1.08 for single recirculation loop operation, based on a cycle-specific analysis performed for the remainder of Cycle 17 following startup from the June 1996 outage. A license amendment has not been issued to implement this proposed change.

The District has received the Supplemental Reload Licensing Report for Cooper Nuclear Station for Reload 17, Cycle 18, which was submitted to the NRC on April 29,1997, per Reference 2. This report contains SLMCPR values of 1.06 for dual recirculation loop operation and 1.07 for single recirculation loop operation. These values are in accordance with those specified in the current CNS  ;

Technical Specifications. Therefore, the District requests that the subject proposed Technical Specification change be withdrawn at this time. '
