Dear Ms. Johnston:

I am responding to your June 29, 1998 letter regarding the loss of offsite power event which occurred on June 24, 1998, at the Davis-Besse Nuclear Power Station. Most of the information you requested is available at the local public document room for Davis-Besse (Docket Number 50-346), which is located at the University of Toledo, William Carlson Library, Government Documents Collection, 2801 West Bancroft Avenue, Toledo, OH 43606.

Please refer to the Updated Safety Analysis Report (USAR) and the Technical Specifications (TSs) for this docket.

Your letter asked specific questions with respect to the emergency diesel generators (EDGs) and the spent fuel pool (SFP) cooling. One EDG is adequate to provide the power necessary to safely shut down the plant and maintain it in a safe shutdown condition.

Each of the two EDGs has a continuous power output rating of 2600 kW and can operate for an extended period of time (over a week) based on diesel fuel oil reserves.

If neither EDG is available, the station blackout diesel generator can provide necessary power. When this source is also not available (that is, the plant has lost all AC power), the plant is experiencing a station blackout.

This is an analyzed condition at Davis-Besse which is described in detail in Section 15.2.9 of the USAR.

During the loss of offsite power event, the EDG room temperatures increased due to malfunctioning ventilation dampers.

This increase in temperature required Davis-Besse to declare EDG #1 inoperable according to the TSs.

However, both EDGs were capable of operating and were able to function during

the event, even with the increased temperatures.

The SFP reouirc-s electricity to maintain the flow of cooling water.

The time period that the pool can withstand a loss of cooling varies depending on several factors, including the quantity and age of fuel in the pool and the

ambient environmental conditions.

The licensee monitored the SFP temperature

/i during the event, and a backup cooling system powered by an EDG was available l
