Supplemental Information The subject Technical Specification Change Request (TSCR) proposed a i

revision to the bases of Section 3.5 to permit momentary access to the Trunnion Room for inspection and maintenance activities.

The Trunnion Room is designed as part of the secondary containment boundary.

Subsequent to the TSCR submittal of January 30, 1987, the NRC in a telephone conversation posed various questions on the Trunnion Room location, the means of controlling access, and the components that require periodic inspection and maintenance.

For the purpose of answering this verbal inquiry, we have summarized these questions into the following areas:

1.

Describe the location of the Trunnion Room and the means provided for access; 2.

Describe the controls which are in place for securing entry into the Trunnion Room; and 3.

Identify the components which are located in the Trunnion Room j

The Trunnion Room is located on the west side of the Reactor Building at elevation 23'-6".

A single locked (JD-1 Key) door is provided for entry i

and exit from the turbine building condenser bay room (mezzanine level).

During power operations the condenser bay room is a locked High Radiation Area (LHRA). Personnel requesting access to a LHRA must have an approved radiation work permit, and wear an alarming radiation dosimeter or be accompanied by a Radiological Controls (Rad-Con) Technician.

As part of the entry procedure, Radiological Controls issues a high radiation area briefing t ag with LHRA key. The personnel requesting access must read and acknowledge this briefing form in the presence of a Rad-Con technician.

,, I a master key to all LHRA for emergency access. The Trunnion Room contains the main steam and feedwater piping and two of the four main steam l

isolation valves (MSIV'S), recirculation fans, main steam line high temperature sensors and high radiation monitors, and miscellaneous control and electrical cables.

The intent of TSCR #157 is to allow required access (momentarily opening and closing the door) to these components while secondary containment is required for power operations.

During shutdown, secondary containment can still be required per Technical Specification 3.5 B.

Under these circumstances, momentary access would restrict a major overhaul of a component (i.e., MSIV's) in the Trunnion Room.

Therefore, the intent is to isolate the Trunnion Room from the secondary containment boundary (blocking ventilation ducts and drains) to I

allow unlimited access for personnel and their equipment to conduct the repairs.
