POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 - EVALUATION OF PROPOSED ALTERNATIVES TO ASME CODE REQUIREMENTS PTP-3-01 AND PTP-3-02 (TAC NOS. MA0368 AND MA0369)

Dear Mr. Sellman:

By letters dated December 16,1997, and June 17 and July 2,1998, Wisconsin Electric (WE)

Power Company proposed altematives to the corrective measures requirements of paragraph IWA-5250(a)(2)in relief request PTP-3-01 and attemativos to the inservice pressure testing requirements of IWA -5211 and IWC-5210 of the 1986 American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code as proposed by relief request PTB-3-02.

By letter dated June 17,1998, WE withdrew relief request PTP-3-01 and provided additional information for relief request PTP-3-D2. The proposed attemative for inservice pressure testing would credit the testing performed per the requirements of 10 CFR Part 50, Appendix J. er described by ASME Code Case N-522, for those penetrations classified as ASME Giass 2, but where the remainder of the piping system is non-ASME class piping.

The stJ has completed its review of WE's request and concludes that implementation of Code Case N-522, subject to requirements that the test be conducted at peak calculated containment pressure and the test procedure include methods for detection and location of through-wall leakage in containment isolation valves and pipe segments between the contaitiment isolation valves, will provide an acceptable level of quality and safety. Therefore, the proposed attemative for inspection and testing is authorized pursuant to 10 CFR 50.55a(a)(3)(i) anti acceptable for the third Inservice inspection Interval.

WE can use Code Casa N-522 for Point Beach during the third inspection interval until such time as the Code Case is approved by reference in Regulatory Guide 1.147. At that time, if WE intends to continue to implement this Code Case, WE shall follow all provisions in Code Case N-522 with limitations issued in Regulatory Guide 1.147, if any.
