POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 - REQUEST FOR ADDITIONAL INFORMATION RE: RELIEF REQUESTS PTP-3-01 AND PTP-3-02 (TAC NOS. MA0368 AND MA0369)

Dear Mr. Sellman:

On December 16,1997, Wisconsin Electric (WE) Power Company submitted relief requests for the pressure test program (PTP) at Point Beach Units 1 and 2. PTP-3-01 is for American Society of Mechanical Engineers (ASME) Code Class 1,2, and 3 bolting and PTP-3-02 is for testing of ASME Code Class 2 containment penetrations for systems that are non-ASME Code class. No specific date was requested for completing the review. Subsequently, your staff has verbally requested an expedited review of the relief requests. During the review, the staff determined that additional information is needed to complete the review. The request for additional information (RAl) is enclosed. A response to the RAI is requested within 30 days of receipt of this letter, Sincerely,

l RELIEF REQUESTS PTP-3-01 AND PTP-3-02 1

For each relief request, specify if the relief is being requested in accordance with 50.55a(g)(5) and (6) or 50.55a(s)(3).

If the requests are being submitted per 50.55a(g)(5) and (6), then please provide the following information:

if you determine that the code requirement is impractical, not just inconvenient, then provide sufficient information to justify the examination is impractical.

Additionally, documentation of the burden associated with the code requirement must be shown.

If the requests are being submitted per 50.55a(a)(3), then an altemative from the code requirements is being requested and, therefore, WE must show that the attemative provides an acceptable level of quality and safety or the code requirement itself is a hardship or unusually difficult without a compensating increase in either quality or safety.

For each relief request please provide the following:

A list of the specific components for which the relief is being requested. For example, 1

for PTP-3-02 list each specific penetration, line number, and description.

The ASME Code Class ASME examination requirements per the applicable code edition / addenda Basis for relief Attemative examination that is being requested, if applicable.

5.

For relief request PTP-3-02, please state if the relief being requested is based on Code Case N-522. If so, please state that WE will abide by any additional limitation recommendations that the NRC staff will include when the code case is adopted by Regulatory Guide 1.147.
